National Commission for Higher education and Research Bill-2010-an overview.



With the entry of foreign universities, to ensure quality in Indian institutions, the HRD Ministry has come out with NCHER Bill-2010.

The commission will be an over arching body for higher education. Once this commission is educated, the UGC, AICTE, NCTE etc.. will be dissolved.

From appointment of vice- chancellors to specifying norms of academic quality, the commission will be a one stop shop for higher education in the country.

The NCHER Bill 2010, mandates all Indian universities including demand universities will commence their academic operations only after the commission authorities.

To maintain the higher standards in the appointment of vice chancellors, the commission will set up a national registry of persons eligible and qualified for appointment as VC’s or head of institution of national importance. When a vacancy arises in any state university the NCHER will recommended a panel of five names from the national registry.

The commission will specify minimum eligibility condition for VC’s . If will also lay down specific morms & mechanisms for transparent , efficient & accountable governance in universitsities.
